Does The Blood of Dawnwalker run at 60 FPS on console?

Yes, in Performance Mode, on every console except Xbox Series S — but Digital Foundry's testing found that mode dropping into the low 40s, and every mode fighting the same frame-pacing problem in cutscenes.

Why this needed a day-one patch

Ahead of launch, Rebel Wolves said console versions would ship with a Quality mode at 30 FPS and a Balanced mode at 40, with no 60 FPS option. The reaction was loud enough that the studio's own account posted a reply mid-week, and by launch day it had added a third option: Performance Mode, targeting 60 FPS on PS5, PS5 Pro and Xbox Series X through the day-one patch. Xbox Series S was left out of that addition and still ships with a single mode.

Quality2560×1440–2880×162030The sharpest image here, though full Lumen reflections on large water are PS5 Pro only.
Balanced1920×1080–2880×162040Uneven frame times.

Which mode to pick

On PS5 and Xbox Series X, Performance Mode is the closest thing to a steady 60, accepting a lower and more dynamic resolution and dips into the low 40s in the heaviest scenes. Quality mode is the sharpest image and, on PS5 Pro only, the one with full Lumen water reflections, but it caps at 30. Balanced sits in between at 40 and, on Digital Foundry’s testing, carries the same uneven frame timing as Quality. PS5 Pro is the most consistent of the three consoles in every mode. Series S owners do not get a choice: one mode, 30 FPS, with the lower asset settings and stutter Digital Foundry logged.

None of this is a substitute for the PC version, which has its own frame generation and upscaler choices and the same stuttering and shader-compilation issues the developer has been patching since launch. The system requirements page covers the PC specs; this page is console only.
