Does The Blood of Dawnwalker use Denuvo?

No Denuvo: the developers said no before release, and neither store page lists it. If you want a copy that is certainly free of DRM, buy it on GOG.

The short answer

There is no sign of Denuvo. The developers ruled it out before release, the Steam page carries no third-party DRM notice, and the GOG version is sold DRM free.

The one caveat is Steam’s EULA, which reserves the right to include anti-tamper software without saying any is there. GOG is the version where DRM-free is a promise rather than an absence.

The evidence, strongest first
  1. The developers, before release

    Direct

Asked in an Instagram Q&A whether the game would use Denuvo, they answered with an emphatic no, as MP1st reported.

  2. GOG store page

    Direct

Sold on GOG from launch and marked DRM free: no activation or online connection required, and GOG Galaxy is not needed.

  3. Steam store page

    Indirect

No third-party DRM notice. The only extra requirement listed is agreeing to a third-party EULA.

  4. Steam EULA

    Boilerplate

A general clause saying the game may contain anti-tamper or anti-cheat software. It does not name Denuvo or say any is present.

GOGYesGOG's page says no online connection is required to play, and GOG Galaxy is optional.

The game is single-player, and Steam lists Steam Cloud and Family Sharing among its features. It is also sold on the Microsoft Store as an Xbox Play Anywhere title, for Xbox and Windows.

Is Denuvo behind the stuttering?

People reach for Denuvo as the explanation when a PC game stutters, and this one did stutter at launch. The developer's own advice and fixes point elsewhere: launching in Full Screen, a BIOS update for crashes while compiling shaders, and Hotfix 1.0.5, which changed the shader compilation pipeline. Those are on the known issues page, and the best PC settings covers the options that actually move performance.
